Why am I receiving a City of Westminster tax bill?
The City of Westminster issues tax bills each year for Tangible and Personal Business taxes.
What period is the tax bill for?
Tax bills are issued for one fiscal year. The fiscal year runs from July 1st to June 30th. The tax year for the bill will be listed in the middle of the tax bill, below the City of Westminster address. See illustration.
What is the tax rate?
For fiscal yr 2010/11 (July 1st, 2010 to June 30, 2011) the tax rate for Tangible & Personal Business Tax is $1.10 per $100 of assessed value. The tax rate for real estate is $.58 per $100 of assessed value. Real estate taxes for the City of Westminster are included on the real estate bill you receive from Carroll County Government.

Who determines the amount of my assessment?
The assessment amount is determined by the Maryland State Department of Assessments & Taxation. This same assessment amount is used by the State of Maryland, Carroll County Government and City of Westminster. When will my bill be issued?
Tax bills are issued when the City of Westminster receives certification from the Maryland State Department of Assessments & Taxation.
When is my bill due?
The due date can be found on the top left-hand corner of the bill (see illustration below) but is at least 30 days after the billing date. After the due date interest is payable at a rate of 1.1667% per month.
My business moved out of the city/closed, why did I receive a tax bill?
If your business moves out of the city limits of Westminster, or if you close your business, you are liable for taxes unless you notify the Maryland State Department of Assessments & Taxation. You must notify them of any change in your business' status and they will make the determination on issuing an abatement of taxes due.
